The number of graduates in science and mathematics is at a all time low!
It is becoming increasingly difficult to recruit and retain top-flight talent.

Exciting programs featuring state-of-the-art technology would
capture the imagination.

Engineering must help itself. Here's an opportunity to reverse the
downturn and bring together the rudiments of learning and knowledge.
I suggest revitalizing science and engineering studies by declassifying certain
parts of the defense industry. A unique potential for technical talent is the
area of extraterrestrial technology. Declassifying the development of reverse-
engineering would spark new interest in math and science [1].

Today, in order to participate in the application of this science an engineer
would need the following distinctive clearances:
